I feel it my duty to point out that the escape of this
witness, while in Hongkong, would seriously affect our
relations with the Central Government. I trust therefore
that Your Excellency will be able to take measures to
ensure that he is safely embarked for Shanghai in charge
of his escort on conclusion of his trial.
